On June 12, 2025, the Government of Canada is extending the federal stream of the Economic Mobility Pathways Pilot (EMPP), through December 31, 2025. This extension supports both Canadian employers facing labor shortages and skilled refugees seeking permanent residence.
Key Information
- Federal EMPP Stream Extended: The federal stream of the EMPP will remain open through the end of 2025, with an annual intake cap of 950 applications under the job offer stream.
- Labor Market Impact: Since its launch, the EMPP has admitted 970 individuals, with over 30% working in health care. Other key sectors include construction and food services.
- Permanent Residence Pathway: The EMPP allows skilled refugees to apply for permanent residence through a safe, legal and economic immigration route.
- Employer Support: Canadian employers in essential sectors can continue to access a pool of qualified candidates without the need for a Labour Market Impact Assessment (LMIA).
Program Highlights
The EMPP is Canada’s first complementary labor mobility pathway for refugees. It recognizes the skills and qualifications of displaced people and connects them with Canadian employers in need. This initiative is part of Canada’s broader immigration strategy to promote economic growth, address labor market needs and help newcomers settle in communities across the country.
