Although not in a formal memorandum, USCIS Director L. Francis Cissna has announced that the Service plans to end its practice of denying Advance Parole (AP) applications if the individual travels internationally on an existing AP document. A tweet of this announcement was made last Friday while Cissna was in communication with the Citizenship and Immigration Services Ombudsman.
