Singapore to Allow Entry for Fully Vaccinated Work Pass Holders and Dependents

Work Pass holders must comply with all prevailing health measures, including Stay Home Notices (SHN) and testing. Employers and other application submitters are responsible for the entry charges and for ensuring the pass holder complies with regulations.

The pre-arrival requirements and on arrival quarantine protocol vary based on point of departure. To be eligible, travelers must have remained in the respective countries for the last 21 consecutive days before leaving for Singapore.

  • Bangladesh, India, Myanmar, Nepal, Pakistan, Sri Lanka: Travelers are not allowed entry to Singapore via the WPHL.
  • Brunei, Mainland China (excluding Jiangsu province), New Zealand, Taiwan: Must take a COVID-19 test on arrival and proceed directly to accommodations to wait for their test results. If the results are negative, they can proceed with their local plans.
  • Hong Kong, Macao, Mainland China (Jiangsu province): Must take a COVID-19 test on arrival and proceed directly to accommodations to complete a 7-day SHN and test again on Day 7.
  • Australia, Israel: Must be fully vaccinated before arrival and take a PCR test within 72 hours of departure to Singapore. On arrival, travelers must take a PCR COVID-19 test and then proceed to a dedicated SHN facility or personal residence, if eligible, to complete a 14-day SHN.
  • Australia, Austria, Canada, Germany, Italy, Norway, Republic of Korea, Switzerland (for applications submitted after 8/20/2021): Must be fully vaccinated before arrival and take a PCR test within 72 hours of departure to Singapore. On arrival, travelers must take a PCR COVID-19 test and then proceed to a dedicated SHN facility or personal residence, if eligible, to complete a 14-day SHN.
  • Philippines: Must be fully vaccinated before arrival and take a PCR test within 72 hours of departure to Singapore. On arrival, travelers must take an antigen and PCR COVID-19 test and then proceed to a dedicated SHN facility to complete a 14-day SHN.
  • Indonesia: Must be fully vaccinated before arrival and take a PCR test within 48 hours of departure to Singapore. On arrival, travelers must take an antigen and PCR COVID-19 test and then proceed to a dedicated SHN facility.
  • All other countries: Must be fully vaccinated before arrival and take a PCR test within 72 hours of departure to Singapore. On arrival, travelers must take a PCR COVID-19 test and then proceed to a dedicated SHN facility to complete a 14-day SHN.

Travelers completing their 14-day SHN at a dedicated SHN facility must self-administer antigen rapid tests on Days 3, 7, and 11 of arrival; and take a COVID-19 PCR test on Day 14 of SHN. Additionaly requirements are in place for travelers who complete their SHN in dormitories.

The vaccination requirement will not apply to children younger than 12 years old. Unvaccinated minors, 12-18 years old may enter without proof of vaccination, on the condition that they begin their vaccination within one month of arrival in Singapore.

Travelers will need to show proof of vaccination.

Pre-Travel Requirements

Travelers entering or transiting through Singapore, including Singapore citizens and permanent residents, are required to take a pre-departure COVID-19 PCR test within 72 hours before the scheduled departure date of their flight. Those entering Singapore who have traveled to Indonesia within the past 21 days will be required to present a valid negative COVID-19 PCR test taken within 48 hours before the date of departure for Singapore.

The pre-departure test does not apply to children born in or after 2019 and travelers who have remained in the following places in the past 21 days: Brunei; Mainland China; Hong Kong SAR, China (excluding Air Travel Bubble passengers); Macao SAR, China; New Zealand; and Taiwan, China.

Singapore has maintained strict travel restrictions in order to stop the spread of COVID-19 and has also had a successful vaccination campaign reaching nearly 73% of the population. A traveler will be considered fully vaccinated two weeks after receiving the full dosage of any COVID-19 vaccine under the World Health Organization’s Emergency Use Listing.
