Singapore S Pass Qualifying Salaries to be Revised from September 1

As announced last year Singapore Ministry of Manpower (MOM) will continue to raise the qualifying salaries and levies for S Pass. These changes were first introduced September 1, 2022.Beginning September 1, 2023, New S pass applications and S Pass renewal applications will be required to meet the below updated qualifying salary requirements. Older candidates will continue to require a higher salary to qualify.

Changes to S Pass levy rates

The S Pass Basic / Tier 1 levy rate will also be raised as follows:

Current Tier 1 levy rate

From Sep 1, 2023 

$450

From $450 to $550

There are no changes to the S Pass Tier 2 levy, which will remain at $650.

*Tier 1 Levy (for companies with S Passes up to 10% of the total workforce)*Tier 2 Levy (for companies with S Passes above 10% to 18% of the total workforce)

The changes in qualifying salary and levies is the second of 3 progressive steps to be implemented by MOM.  We expect additional increases to follow between September 1, 2024, and September 1, 2026. It may be prudent for companies to ensure that the salary level of their foreign employees is at least at the same level or higher than their local counterparts in the same role within the same industry. The gradual changes in the requirements released by MOM would provide the opportunity for the companies to prepare for changes in their workforce planning if required.

Employers can use the Self-Assessment Tool on the MOM website to assess whether their EP or S Pass applicants will meet the new qualifying salaries.
