Quebec Announces Plan to Require Oral French for CAQs Issued Beyond 3 Years

On November 1, 2023, the Quebec Government confirmed they will maintain their immigration levels at 50,000/year.

In addition, the Quebec Government’s announcement indicates they will begin to require Temporary Foreign Workers in Quebec to demonstrate basic proficiency in French (level 4/A2) in order for to renew CAQs (and consequently work permits) beyond 3 years, as well as for Quebec Employers to commit to supporting their TFWs in their efforts to learn French.

This new requirement will affect Temporary Foreign Workers who require a LMIA-based work permit to extend their stay in Quebec beyond 3 years, with the exception of agricultural workers.

At this time, it appears there will be no written component. The implementation date has not yet been announced.
