The Government of Kazakhstan has officially enacted Resolution No. 1041 (dated November 24, 2023), introducing new restrictions on foreign labor employment. As of August 28, 2025, companies with 100% foreign ownership may now only employ two foreign nationals without a permit:
- The Chief Executive Officer (Director)
- One Deputy Chief Executive Officer
All other foreign hires will require a permit from local executive authorities.
This change is part of Kazakhstan’s effort to strengthen oversight of foreign labor and prevent circumvention of existing quotas.
