DOS Releases New FIFA World Cup 2026 Visa Guidance and FIFA PASS FAQs

The US Department of State (DOS) has published additional guidance regarding the FIFA Priority Appointment Scheduling System (FIFA PASS), along with a comprehensive FAQ page for FIFA World Cup 2026 ticket holders. FIFA PASS is intended to help eligible ticket holders schedule US nonimmigrant visa interview appointments ahead of the tournament by offering prioritized access to interview slots where available.

Overview of FIFA PASS

FIFA PASS is available to individuals who:

  • Purchased FIFA World Cup 2026 tickets directly from FIFA, and
  • Successfully opt in to the FIFA PASS system.

The newly issued FAQ provides step‑by‑step instructions for opting in, completing the visa application, and scheduling an interview appointment prior to the start of the tournament. Importantly, the DOS emphasizes that FIFA PASS does not guarantee visa issuance. All applicants remain subject to the standard adjudication process, including security screening and eligibility determinations.

Key Clarifications from the DOS

The FAQ also addresses how FIFA PASS interacts with existing immigration policies:

  • Presidential Proclamation 10998: Nationals of the 39 countries covered by Presidential Proclamation 10998 remain subject to entry restrictions unless they individually qualify for an exception. The FAQ clarifies that the exception for athletes and members of athletic teams does not apply to fans or spectators, even if they are eligible for FIFA PASS. While such applicants may submit visa applications and attend interviews, they may still be ineligible for visa issuance or entry.
  • Visa Bond Pilot Program: Nationals subject to the visa bond pilot program must continue to comply with applicable bond requirements. FIFA PASS does not exempt applicants from posting a bond when required by a consular officer, regardless of where the application is filed.
  • Immigrant Visa Issuance Pause: The Department confirmed that the pause on issuance of immigrant visas to nationals of 75 countries, announced on January 14, 2026, applies only to immigrant visas. It does not affect nonimmigrant visa categories, including tourist visas, visas for athletes and their families, or media professionals associated with the World Cup.
Additional Travel and Visa Information

The DOS also reiterates several general travel requirements:

  • Most foreign travelers must hold passports valid for at least six months beyond the intended period of stay in the US unless exempt by country agreement.
  • Canadian and Bermudan passport holders do not require additional authorization to enter the US as tourists.
  • Nationals of countries participating in the Visa Waiver Program (VWP) may apply for travel authorization via ESTA.
  • Visitors from all other countries must obtain a B‑1/B‑2 visitor visa.
