The House of Representatives has included an immigration proposal into the FY2019 Homeland Security Funding Bill, which has moved on to a floor vote. The bill would remove existing limits on employment-based immigrants from certain countries entirely. By tying this proposal into a larger appropriations bill, there is a greater chance that it will pass. USCIS is currently adjudicating employment-based immigrant visas for foreign nationals born in China or India with priority dates from as far back as eleven years ago.
