Singapore | Latest Updates on COMPASS, Workforce Insights Tool

The Ministry of Manpower (MOM) recently launched the Workforce Insights tool on myMom Portal, which provides organizations with benchmarking insights to help them with workforce planning and hiring decisions.

The Singaporean government will introduce the new Complementarity Assessment Framework (COMPASS) for evaluating Employment Pass (EP) applications in September 2023. In addition to meeting the qualifying salary for the Employment Pass, candidates must pass a points-based Complementarity Assessment Framework (COMPASS).

COMPASS will look at individual (i.e., salary, qualifications) and firm-related (i.e., diversity, local employment support) attributes to award points for each application. A total of 40 points will be required to pass.

About the Workforce Insights tool

The tool provides organizations insights on workforce profiles, industry benchmarks for salary and non-monetary benefits based on the MOM’s survey data, and links to best hiring practices.

With this tool, organizations can now review how their company will perform based on COMPASS’ firm-related criteria, including:

  • Diversity of workforce – the share of nationalities among an organization’s professionals, managers, executives, and technicians (PMETs) population
  • Local PMET share – the share of local PMET (Professionals, Managers, Executives, and Technicians) compared to other firms in the same sector

The MOM will release more information on the qualifications and bonus criteria under COMPASS. March 2023
The MOM will enhance the Self-Assessment Tool to clearly indicate whether  a candidate meets both the EP qualifying salary and COMPASS criteria (with breakdown of scores by criterion) September 2023
