Saudi Arabia Raises Saudization Rate for Project Managers

The Ministry of Human Resources and Social Development, in partnership with the Ministry of Municipalities and Housing, has announced a decision to raise the Saudization rate for project management professions in the private sector to 70%, effective February 14, 2027.

The decision is part of the ministry’s ongoing efforts to promote the Saudization of specialized professions, empower national talent, and increase participation in the labor market.

The decision stipulates a 70% Saudization rate for project management professions and applies to all private-sector establishments employing three or more workers in the targeted professions at the entity level.
The professions covered by the decision include project management manager, project management engineer, and project management specialist, in accordance with the Saudi Standard Classification of Occupations. The decision applies to all establishments covered under the provisions set out in the procedural guide.

The ministry published the procedural guide for the decision on its website. It includes details of the professions covered, implementation mechanisms, calculation of Saudization rates, and compliance requirements. This enables employers and establishments to review the decision’s requirements and comply with its provisions.
