Quebec Raises Financial Requirements for Study Permits Starting January 2026

Effective January 1, 2026, the minimum financial capacity required to cover the basic needs of applicants to the International Student Program will be significantly increased from CAD 7,756 to CAD 24,617 for one person (minor or adult).

This amount includes settlement fees and health and hospital insurance, which were previously calculated separately.

To study in Québec, applicants must meet the following conditions:

The costs of studying in Quebec include:

  • Tuition fees;
  • Transportation costs;
  • Basic needs;
  • Settlement fees for the first year;
  • Costs of health and hospitalization insurance and additional health insurance policy, if required.

This table shows the amounts that applicants must prove they have if they apply until December 31, 2025, and the new amounts from January 1, 2026.
