The Ministry of Commerce and Industries (MICI) has announced that the government has approved modifications to the Qualified Investor permanent residence program.
The changes, introduced through Executive Decree No. 17 of September 8, 2026, published in the Official Gazette of September 16, 2026, include new investment options, important clarifications and updated qualifying requirements.
Among the key changes are the following:
- The program now differentiates between investment in first-sale properties and secondary market (resale) properties.
- The minimum investment of PAB 300,000 is maintained for first-sale properties, and a higher minimum of PAB 500,000 is introduced for secondary-market properties.
- It is now possible to qualify through a fixed-term deposit of at least PAB 500,000 in a state-owned bank (the minimum for private bank deposits remains PAB 750,000).
- The citizenship application process is streamlined for Qualified Investor residents and their family members.
- The rules for qualifying funds, proving legal entity ownership and verifying proof of investment are made stricter.
The new rules took effect on September 16, 2026.
