Malaysia Launches New MIDA Expatriate System (MES) Effective March 16, 2026

Malaysia has rolled out a major transformation in expatriate processing for companies in the Manufacturing sector and Selected Services Sector. Effective March 16, 2026, the Malaysian Investment Development Authority (MIDA) launched the MIDA Expatriate System (MES) — a centralized, fully digital, end‑to‑end platform for approving and endorsing Employment Pass (EP) and Professional Visit Pass (PVP) applications

MES integrates directly with the Malaysian Immigration System (MYIMMs) and channels applications submitted via Xpats Gateway into MIDA’s InvestMalaysia platform, allowing expatriate post approval, pass approval, and ePass endorsement to occur entirely under one system. Application guidelines and FAQs were officially released March 16, 2026.

Sectors Covered Under MES

Manufacturing Sector – Eligible if the company holds:

  • Manufacturing License (ML)
  • Interim Approval Letter
  • Letter of Exemption from ML (ICA10)
  • All manufacturing sub‑sectors

Selected Services Sector – Companies with MIDA Incentive / Status / Grant, including:

  • Operational Headquarters (OHQ)
  • Regional Distribution Centre (RDC)
  • International Procurement Centre (IPC)
  • Principal Hub (PH)
  • Global Operation Hub
  • Representative Office / Regional Office (RE/RO)
  • R&D companies
  • Hotel & Tourism Projects
  • Technical & Vocational Training Institutions
  • Medical Device Testing Laboratories
  • Oil & Gas Services
  • Clean Technology & Environmental Management
  • Integrated Logistics Services (ILS)
  • Integrated Market Support (IMS)
  • Central Utility Facilities (CUF)
  • Cold Chain Facilities (CCF)
  • Premium Outlets

Companies outside these categories must continue applying via ESD.

MES consolidates:

  • Company registration
  • Expatriate post approval

All through InvestMalaysia → Xpats Gateway → MES.

Faster Processing Time

Total processing time: 15 working days, provided the application is complete.

  • 10 days — MIDA
  • 5 days — Immigration Unit at MIDA

One-time Document Upload

InvestMalaysia allows companies to upload documents only once for all stages.

PVP Applications Now Processed by MIDA

This is new. Previously, PVPs were not processed by MIDA.

Employment Pass (EP) — Key Changes & Requirements

MES processes two EP categories (same as before):

  • Key Post — Permanent senior role critical to company operations
  • Term Post — Time‑bound role aimed at knowledge
EP Salary Requirements (from MES Guidelines, March 16, 2026)
  • Key Post: Minimum RM15,000 monthly
  • Term Post: Minimum RM5,000 monthly
Other EP Eligibility Terms
  • Minimum paid‑up capital: RM250,000–RM500,000
  • Foreign paid-up capital of at least RM1 million (Key Post only)
  • MyFutureJobs job posting unless exempted (e.g., Key Post, salaries ≥ RM15,000, renewals with no changes)
  • Academic qualifications & experience (Term Post only)
  • Passport valid ≥ 12 months
  • Must not appear on Immigration SLBL
Dependents

MES FAQ states dependent eligibility is limited to EP Categories I & II.
National policy states all EP I–III may bring dependents starting June 1, 2026.

Professional Visit Pass (PVP) — Key Points

Under MES, PVP applications are now handled by MIDA.

Eligibility

  • Applicant must be employed by an overseas company
  • For short-term assignments such as technical work, training, installation, or consultancy
  • Maximum stay 12 months, not extendable beyond 12 months
  • Passport valid ≥ 12 months
  • Must not be on Immigration SLBL

Other Rules

  • PVP holders cannot bring dependents
  • PVP holders cannot work for another Malaysian company
  • May convert PVP → EP (PVP must be shortened first)
Application Procedures

Step 1 — Register via InvestMalaysia – Mandatory for all MES‑eligible companies, including those already registered with ESD.

Step 2 — Submit EP / PVP via Xpats Gateway

Processing Time: 15 working days.

Rejected Applications: Companies may resubmit immediately with no cooling-off period.

Fees (Excluding 8% SST)

Employment Pass

  • MIDA evaluation: RM2,000
  • Immigration fees:
    • Process fee RM125
    • Pass issuance RM200 (Term) / RM300 (Key)
    • Visa fee RM6–RM50

PVP

  • MIDA evaluation: RM1,200
  • Immigration: RM180 / RM360 plus visa fees
