Malaysia Implements Mandatory Pass Shortening and Exit Clearance for Expatriates

Effective November 18, 2025, the Immigration Department of Malaysia (JIM), under the directive of the Ministry of Home Affairs (MOHA), has introduced stricter compliance requirements for companies managing expatriates. These changes affect holders of Employment Pass (EP) and Professional Visit Pass (PVP) who are permanently departing Malaysia or whose passes have expired.

Key Changes

1. Mandatory Pass Shortening Before Departure

  • Companies must submit a pass shortening application for expatriates permanently leaving Malaysia.
  • Applications must be filed via ESD Online under the “Sub-Product” tab.
  • Upon approval, a Shorten Pass Slip will be issued and must be carried by the pass holder during departure.

2. Exit Clearance for Expired Pass Holders

  • Starting November 18, 2025, if no renewal or pass shortening application is submitted after a pass expires, companies must complete Exit Clearance via ESD Online.
  • Exit Clearance must be submitted within 30 days of pass expiry.
  • Failure to comply may result in restricted access to ESD Online, including inability to submit or pay for new applications until clearance is completed.

  • Plan departures early and initiate pass shortening before expatriates leave Malaysia.
  • Monitor pass expiry dates and submit Exit Clearance within 30 days if required.
