Malaysia Introduces New Process for Transfer of Endorsement and Take-Up Balance Records

Malaysia’s Expatriate Services Division (ESD) has introduced a new requirement for ESD-registered companies that previously obtained Transfer of Endorsement (TOE) or Take-Up Balance (TUB) approvals through the manual process.

According to a notice posted on the ESD portal, all TOE and TUB requests must now be submitted through ESD Online. In addition, employers with existing manually approved TOE/TUB cases must update affected employees’ passport and pass information with MYXpats.

Required Documents

Companies should email the following documents to helpdesk@myxpats.com.my:

  • Current passport biodata page
  • Current Employment Pass/ePASS

Documents must be submitted as clear, color scans and be fully legible.

The update is intended to ensure that passport details and expiry dates in the MYXpats system remain current.

What Employers Should Do
  • Review employees who previously received TOE/TUB approvals.
  • Submit updated passport and ePASS documents where employees have renewed their passports or passes.
  • Complete updates as soon as possible to help avoid issues with future pass renewals and immigration processes.

While no deadline has been announced, employers are encouraged to act promptly to ensure immigration records remain accurate and up to date.
