Kazakhstan Plans Changes to Work Visa Rules for 100% Foreign-Owned Companies

Kazakhstan’s Ministry of Labour has initiated a review of amendments to the current regulations on the employment of foreign labor.

According to the draft amendments, only the following individuals in companies with 100% foreign ownership would be able to obtain a work visa without a work permit:

  • one Director (Сhief Executive Officer)
  • one Deputy Director

As noted in the Ministry’s clarifications, the proposed restriction is aimed at preventing circumvention of quotas for hiring foreign specialists and combating illegal migration.

The amendments have been developed in accordance with the Law of the Republic of Kazakhstan “On Migration.” These changes are currently under review and have not yet entered into legal force.
