Japan Withdraws “Africa Hometown” Initiative Following Public Misunderstanding

On September 25, 2025, the Japan International Cooperation Agency (JICA) has officially withdrawn its recently announced “JICA Africa Hometown” initiative, following concerns and confusion surrounding its implementation.

Background of the Initiative

The program was introduced during the 9th Tokyo International Conference on African Development (TICAD 9) in August 2025. It aimed to foster international exchange by designating four Japanese municipalities as symbolic “hometowns” for four African countries. These partnerships were intended to promote cultural and educational exchange through coordinated programs involving local governments, JICA, and African counterparts.

Reason for Withdrawal

JICA acknowledged that the use of the term “hometown” and the agency’s role in designating municipalities led to misunderstandings within Japan, placing undue pressure on the selected local governments. After consulting with all stakeholders, JICA decided to withdraw the initiative and issued a formal apology to the affected municipalities.

JICA’s Continued Commitment to International Exchange

Despite the cancellation of the “Africa Hometown” initiative, JICA reaffirmed its commitment to supporting international exchange programs, including those involving Japanese local governments and African nations. The agency emphasized that it remains focused on fostering global cooperation through inclusive and well-structured initiatives.

Clarification on Immigration Policy

JICA also clarified that it does not promote immigration and has no plans to do so. The agency reiterated its commitment to maintaining a strict management system for foreign nationals participating in JICA programs and pledged to continue providing transparent information to the public.
