According to reports, Japan’s Immigration Services Agency will introduce new rules starting in October 2024 that will make it easier for international trainees to transfer jobs. In the current technical intern program, workers cannot switch jobs or workplaces for the first three years. Job transfer is permitted in unavoidable circumstances, such as harassment, law and regulation violations in the workplace, and breach of contract.
- Trainees who are victims of harassment can request transfers and take a part-time job for more than 28 hours per week for a defined period to cover their ongoing living expenses.
- A special provision will be added so that trainees who are unable to find a new employer may switch to the specified skilled worker program. This will allow them to work temporarily under a designated activities visa before they pass the exam needed to officially obtain the status.
The changes follow a sharp increase in the number of interns who quit their jobs alleging poor working conditions and other reasons.
