Japan | CoE Application is Digitized

Starting on March 17, 2023, foreign nationals can receive the Certificate of Eligibility (CoE) via email and apply for a visa abroad by presenting this email in person.

What is a CoE?

The CoE is a document required for foreign nationals before they can apply for a long-term Japan employment visa. The CoE is issued by the Japanese Immigration Services and verifies the activities in which the foreigner will engage while in Japan. The CoE is not required for the renewal of Japanese work permits.

What was the process before?

Historically, after the issuance of the CoE, the employer or representative had to mail the original CoE to the foreign nationals abroad so they could schedule a visa appointment at the consulate and present the original document during their appointment.

What is the process now?

Starting March 17, foreign nationals will be able to receive the CoE via email. Employers will be able the send the same electronically (a scanned copy is now acceptable). This will greatly reduce the time, effort, and costs of sending the original document internationally.
