Italy Updates Travel Requirements for Global Travel

The Government of Italy has updated the international travel requirements, with new guidance in place as of October 26, 2021, through December 15, 2021.

Italy has established risk-level categories:

  • List A: Vatican City and Republic of San Marino
  • List B: At present, no state is included on this list.
  • List C: Austria, Belgium, Bulgaria, Cyprus, Croatia, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Czech Republic, Romania, Slovakia, Slovenia, Spain, Sweden, Hungary, Iceland, Norway, Liechtenstein, Switzerland, Andorra, Principality of Monaco.
  • List D: Saudi Arabia, Australia, Bahrain, Canada, Chile, United Arab Emirates, Japan, Jordan, Kosovo, Israel, Kuwait, New Zealand, Qatar, Rwanda, United Kingdom of Great Britain and Northern Ireland, Republic of Korea, Singapore, United States of America, Ukraine, Uruguay, Taiwan, Hong Kong and Macao Special Administrative Regions and the States.
  • List E: Rest of the world, all States and Territories not specifically referred to in any other list.
Key Highlights
  • To enter Italy with the COVID-19 Green Certificate, EU-based travelers (List C) must be have completed the prescribed anti-SARS-CoV-2 vaccination cycle, recovered from COVID-19, or have taken a molecular or antigen swab test prior to entering Italy with negative results.
  • Travelers who have stayed or passed through one of the countries on List D in the 14 days prior to entering Italy without self-isolation (5 days) must comply with the following regulations:
    • fill out the Passenger Locator Form prior to entering Italy;
    • take a negative molecular or antigen swab test in the 72 hours prior to entering Italy; in the case of arrivals from the UK and Northern Ireland and British Isles, the swab test must be taken in the 48 hours prior to entering Italy;
    • present the COVID-19 Green Certificate, or equivalent certificate, certifying vaccination. Persons who have stayed in or passed through Canada, Japan, and the United States of America in the fourteen days prior to their entry into Italy, can also show a valid COVID-19 Green Certificate certifying recovery or the certificate issued by the competent health authorities certifying recovery. These certificates can be shown digitally or on paper.
  • Entry into Italy from List E countries does not require any authorization from the Ministry of Health but is allowed only for specific reasons — work, health reasons, study reasons, urgent matters, returning to one’s home.
    • When returning to Italy from a List E country, travelers must:
      • complete the digital Passenger Locator Form;
      • undergo a molecular or antigenic swab carried out within 72 hours prior to entry into Italy;
      • notify the prevention department of the health authority responsible for the area of travel;
      • reach the final destination in Italy only by private transport
      • undergo self-isolation at the address indicated on the Passenger Locator Form for 10 days;
      • undergo an additional molecular or antigenic swab at the end of the 10-day self-isolation period

 

The government is piloting COVID-free travel corridors for non-EU tourist destinations — Aruba, Maldives, Mauritius, Seychelles, Dominican Republic, Egypt (limited to the tourist areas of Sharm El Sheikh and Marsa Alam).
