DHS Implements Emergency Measures Affecting Travelers During Ongoing Government Shutdown

The Department of Homeland Security (DHS) has announced several temporary operational measures impacting travelers during the current federal government shutdown. These actions, which took effect at 6:00 a.m. ET on February 22, 2026, are intended to conserve limited staffing and resources across DHS components responsible for aviation and border security.

Key Measures Affecting Travelers

TSA: Suspension of Courtesy and Special Privilege Escorts

The Transportation Security Administration (TSA) has suspended all courtesy and special‑privilege escorts at airports, including those previously offered to Members of Congress and other VIPs. According to DHS, these escorts require personnel who must instead be reassigned to core security screening duties.

TSA PreCheck remains operational at this time, but TSA has noted that further adjustments may occur if staffing constraints increase.

CBP: Global Entry Service Temporarily Halted

US Customs and Border Protection (CBP) has paused Global Entry arrival processing at participating airports. Officers previously assigned to Global Entry kiosks and lanes are now being redirected to process general arriving travelers.

During this period:

  • US citizens and lawful permanent residents enrolled in Global Entry should proceed through standard primary inspection lanes for US arrivals.
  • All other Global Entry members should follow signage for visitor lanes.
  • CBP has also suspended all port courtesies, including escorts or tours, for Members of Congress to prioritize frontline operations.
