- All foreign nationals from countries classified as Group Four by the General Immigration Directorate (DGME).
- Nationals of Angola, Benin, Burkina Faso, Cameroon, Cape Verde, Republic of Congo, Djibouti, Equatorial Guinea, Gambia, Georgia, Ghana, Guinea, Guinea-Bissau, India, Kenya, Mali, Morocco, Mozambique, Nigeria, Senegal, Togo, and Yemen.
