On October 8, 2025, the government published Decree No. 12.657/2025, introducing the National Policy on Migration, Refuge and Statelessness.
The measure aims to coordinate and articulate actions from different areas of the Federal Executive, in cooperation with states, municipalities, civil society and international organizations, to establish a National Plan for Migration, Refuge and Statelessness.
In addition, the decree adds activities related to the provision of technical assistance or technology transfer to the list of activities permitted for foreign nationals in Brazil with visitor status. Such activities must arise from a contract, cooperation agreement, or agreement signed between a foreign entity and a Brazilian entity and can be carried out for up to 90 days, in accordance with all existing regulations for visitors. Paid employment is not permitted on visitor status in Brazil.
