Taiwan Replaces Paper Arrival Cards with Digital System

From October 1, 2025, all traditional paper-based arrival cards will be replaced by an online Taiwan Arrival Card (TWAC).

According to the National Immigration Agency (NIA), TWAC is free of charge and must be completed entirely online.

Foreign travelers may complete the form online on the official TWAC website within three days before arrival. Once submitted, the system automatically sends a confirmation email to the traveler’s registered email address. Travelers do not need to present the confirmation during inspection, when an immigration officer scans the passport, the system automatically retrieves the recorded TWAC data.

Travelers may fill out the form in either Chinese or English, with guidance available in seven languages: Chinese, English, Japanese, Korean, Thai, Vietnamese, and Indonesian. When entering personal details, users may upload a photo of the passport data page to have the information automatically imported, saving time. For families or group travelers, one person may fill out the forms for up to 16 individuals. After submission, travelers may review and edit the submitted data online at any time.

TWAC applies to:

  • Foreign nationals entering Taiwan with a visitor visa or under the visa- exemption program;
  • Hong Kong and Macao residents holding a multiple entry permit;
  • Mainland Chinese residents holding a multiple-entry tourist permit;
  • Nationals without household registration who do not hold a Resident Certificate.
