DOL Resumes Labor Certification and Prevailing Wage Processing

On October 31, 2025, the Department of Labor (DOL) announced that the Office of Foreign Labor Certification (OFLC) has resumed full operations following recent disruptions due to the U.S. Government Shutdown. The shutdown remains ongoing.

Key Takeaways:

  • The Foreign Labor Application Gateway (FLAG) system is now fully accessible, allowing employers and attorneys to submit new applications (i.e. LCAS, PWDs, PERMs, etc.) and manage pending cases for both temporary and permanent employment.
  • OFLC is actively working to return to normal processing times. However, due to anticipated high demand, some delays in response and adjudication may occur.
